《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》明确提出,支持青年科技人才创新 创业。当前,青年科技人才正成为我国科技创新发展的主力军,是赢得未来发展主动权的关键力量。 数据显示,"十四五"期间,我国基础研究人才队伍总量由47.2万人增至57.5万人,新招收博士后18万 人,比"十三五"增长64%。国家重点研发计划项目负责人43.3%为45岁以下,国家自然科学基金项目 80%由45岁以下青年承担。我国青年科技人才培养正呈现规模扩大、结构优化、地位提升的系统性跃升 趋势。不过,仍有潜在的短板与制约因素亟待克服。例如,培养机制与评价体系不科学,成长路径受限 与资源分配不足,生活保障与激励机制不完善,等等。如何破局,才能让青年科技人才的创新"活水"充 分涌流? 打破培养机制与评价体系的结构性壁垒。通过重大科研任务"揭榜挂帅"等制度创新,打破青年科技人才 培养的资历、年龄与成果壁垒,鼓励青年科技人才敢于当主角、勇于攀高峰、善于打硬仗。通过设立专 属赛道,探索对青年科技人才精准扶持的可行方案。结合经费包干制,打破传统科研经费管理的制度刚 性。通过产学研联合培养重塑评价体系,坚决摒弃"唯论文、唯职称、唯学历、 ...
