编者按: 11月28日,海关总署牵头的国家十部委对上海东方枢纽国际商务合作区先行启动区进行联合验收,并颁发验收合格证书。这一全国首家全新特殊类型区域 将为我国深入推进高水平改革开放注入新动能。 上海东方枢纽国际商务合作区(以下简称"国际商务合作区")于2024年2月经国务院批复设立,规划面积约0.88平方公里,以G1503快速路为界分为两个区 块,其中东侧区域为先行启动区,规划面积约0.44平方公里。作为国际开放程度最高的区域之一,国际商务合作区以促进国际商务交流为目标,在综合保 税区、海关监管区和口岸限定区域管理制度基础上,叠加特定封闭区域人员跨境流动便利化政策措施和商务服务功能,把"一线放开、二线管住"的制度从 货物向自然人拓展,着力打造便利国际商务交流的新平台、服务资源要素汇聚的新载体、推动长三角一体化发展的新节点。 自2024年2月国务院批复《上海东方枢纽国际商务合作区建设总体方案》以来,国际商务合作区围绕《总体方案》明确的发展目标和功能定位,积极推进 制度、管理、基础设施等方面建设,并取得阶段性成果。 积极为国家试制度、测压力、探新路,制定发布"1+2"基础性制度,市政府已发布《上海东方枢纽国际商务 ...
