《国家外汇管理局关于深化跨境投融资外汇管理改革有关事宜的通知（征求意见稿）》公开征求意见 智通财经6月18日电，国家外汇管理局起草了《国家外汇管理局关于深化跨境投融资外汇管理改革有关 事宜的通知（征求意见稿）》，现向社会公开征求意见。《通知》包括三方面9项具体政策： （三）3项支付便利政策。一是缩减资本项目收入使用负面清单，取消资本项目外汇收入及其结汇所得 人民币资金不得用于购买非自用住宅性质房产的限制。二是优化资本项目外汇收入支付便利化业务。允 许银行在统筹便利化服务和风险防范前提下，依据客户合规经营情况和风险等级等自行决定便利化业务 事后随机抽查的比例和频率。三是便利境外个人境内购房结汇支付。将港澳居民在粤港澳大湾区购房结 汇支付便利化试点政策推广至全国，允许境外个人在满足各地购房政策条件下，可以在取得房地产主管 部门出具的购房备案证明文件之前，凭购房合同或协议先行在银行办理购房相关外汇资金的结汇支付， 后续再向银行补交购房备案证明文件。 （二）2项融资端政策。一是扩大跨境融资便利。将高新技术、"专精特新"和科技型中小企业外债便利 化额度统一提高至不超过等值1000万美元。将有关部门依托"创新积分制"遴选 ...
