项目环评审批“打捆”,更要管理协同

随着环评改革持续深化,"打捆环评""打包审批"等实践案例越来越多。许多地方通过合并环境影响评 估、简化申报材料、整合审批流程等措施,为建设单位大幅降低了制度性成本,提高了项目审批效率, 实现了生态环境保护与经济发展的协同推进。但与此形成对比的是,探索此类"打捆"项目的验收管理等 全过程监管的案例报道却并不多见。 在实际工作中,笔者发现一些地方的环评审批改革存在"重审批、轻管理"的问题,对项目建设及验收等 环节的事中事后监管与服务不足。比如有些地方对"打捆"项目缺乏具体的评估与验收规范管理指导,导 致"打捆"成了项目的简单叠加,没有实现污染治理和项目建设的有机协同;有些地方协同管理机制缺失 导致出现共用污染治理设施负荷不匹配、环境风险防控不到位等问题。这些问题最终导致项目迟迟不能 审批落地,或不能验收投入稳定达标运行,成为深化环评改革的痛点。 三要做好全过程管理。改变重审批轻管理的思想,管理部门要主动上门提前参与指导服务,对"打捆"项 目遇到的审批管理问题及时协调指导。如江苏省南京市江北新区在化工中试基地"打捆"审批中,提前给 出污染防控标准与排放总量指标要求。浙江省安吉县为"打捆"项目配备"一对一"专人服务, ...
