近日,宁波、洛阳等城市地铁规划被审批部门搁置的消息引起社会关注,这标志着我国城市地铁建设正 在告别规模扩张,步入质量提升的新阶段。 另一方面,也需要清醒认识到,地下空间是城市稀缺生态资源,承载着稳定地质结构、维系地下水循环 的核心功能。据测算,每公里地铁隧道施工需扰动约10万立方米土壤,产生的弃土不仅占用土地,更可 能破坏地下含水层与土壤微生物群落。如个别城市部分区域因地铁施工导致地面沉降,预计修复周期长 达20年;地铁穿越湿地时曾因防护不当造成局部植被枯萎,还需要投入大量资金进行生态修复。这些案 例说明,地质生态系统一旦破坏便难以逆转,生态欠账远非短期经济收益所能弥补的。 地铁建设算好生态低碳账,既是对资源约束的清醒认知,更是新时代城市建设高质量发展的必然要求。 笔者认为,当前亟须强化地铁建设生态环保硬性约束。 一是完善环境影响评价生态指标体系。要将地下空间资源承载力、地质稳定性、地下水保护、生态敏感 区影响等纳入核心指标,细化土壤污染风险、生物栖息地扰动、噪声扬尘控制等量化标准,严格编制生 态修复方案,形成"前期评估—中期监测—后期修复"的全周期闭环管理。如北京地铁新线路规划将生态 评估提前至规划初期,评 ...
