演练要完善体系。每次突发环境事件都面临不同的内外部环境和具体情况，总会出现这样那样的困难和 问题。而演练所依据的环境应急预案却是静态的，且3年—5年才修订一次。因此，必须依托常态化演 练，不断优化既有流程和做法，进一步构建适合本地区和本部门的方法与体系。 演练要强化合力。目前，各部门协同处置环境突发事件的协同度、熟练度相对不足，因此环境应急演练 就要着力补上这方面的欠账，动员其他相关部门参与其中，共同熟悉角色、流程、方法和要求，一起打 通信息交互、资源配置、力量协调方面的堵点，形成更大的共识和默契，为今后环境应急实战打牢基 础。 近年来，各地越来越重视环境应急演练，不少地方将其列入年度污染防治攻坚战考核项目或者以其他方 式提出明确考核要求。各地也充分发挥主观能动性，紧贴实际、积极探索，环境应急演练的方法和形式 更加多样，演练的深度和广度显著拓展，针对性、有效性、实战性进一步得到强化。 但一些地方在开展环境应急演练时，过于追求大场面、大制作，反而对日常容易发生的事件关注不够。 笔者认为，应将着力点放在破解应急常见难题、提高综合处置能力、强化协同作战、切实锻炼队伍上 来，这样既能更好地达到演练目的，又可以有效节约 ...
