《江苏省检验检测条例》审议通过全链条规范检验检测赋能“品质江苏”

如何保障检验检测的真实性,备受社会关注。条例通过明晰检验检测机构和人员从业基本要求和行 为规范, 详细规定机构的信息公示义务,来压实机构和人员主体责任,划定行业底线。通过填补制度空 白,条例对检验检测全流程活动作出规范,实现了省内检验检测监管活动"无死角"。其中,通过明确委 托检测要求、规范样品获取与处置、严格检验检测报告的出具、健全追溯查证机制、建立风险报告机制 等,推动检验检测各环节可跟踪、可溯源。 为净化行业环境,条例要求创新监管方式,通过推进"互联网+监管",依托信用评价实行分级分类 监管,合理确定监督检查频次、内容、方式以及其他管理措施,建立联合监管和信息共享机制,实现检 验检测违法线索互联、监管标准互通、处理结果互认。条例还要求建立举报奖励制度,明确检验检测机 构的违法违规行为类型,并加大了惩处力度,其中不仅提升了对机构和人员的财产罚上限,还增设对资 质许可条件无法整改满足要求或出具虚假检验检测报告情节严重的机构,由发证机关吊销资质许可证的 罚则。 9月30日,省十四届人大常委会第十七次会议表决通过了《江苏省检验检测条例》。这是全国第二 部关于检验检测行业的地方立法。 江苏检验检测机构种类多、数量 ...
