这件事使笔者深受启发。进入第四季度,各地大气污染防治工作进入攻坚和冲刺阶段。如何提升改善大 气环境质量和促进经济发展的契合度,使大气污染防治工作得到上级充分认可、企业普遍支持、群众广 泛赞誉,成为摆在各地生态环境部门面前的一个重要而紧迫的课题。笔者认为,要努力让企业感受到帮 扶工作的成效,并因此得到实实在在的实惠,激发企业参与污染防治的积极性。为此,提出如下建议。 执法监管与指导帮扶相结合。执法人员在发现企业存在环境隐患问题后,应及时给出科学精准、切实可 行的解决办法,并帮助企业逐项落实整改措施,避免企业因存在环境隐患导致超标排污事件的发生,做 到防患于未然。这样,不仅可以有效避免当地大气环境质量受到影响,也能提升企业对生态环境部门的 信任程度,营造政企同心、携手治污的良好氛围。 企业完成上述整改事项后,达到了环保绩效A级企业标准,顺利实现了创A目标。依据当地政策,这家 企业在重污染天气应急响应期间可以不停产、不限产,保持正常生产经营状态。企业负责人据此预计, 今年第四季度企业订单量有望提升30%,可增收700余万元。另外,新能源运输车辆每年还能为企业节 省燃油成本逾50万元。 近日,某县一家混凝土搅拌企业的 ...
