建筑垃圾暂存难、处置难、管理难问题怎么破解?
近年来,非法倾倒、堆存、处置建筑垃圾破坏生态环境的问题受到有关部门高度关注。中央生态环境保 护督察曾多次在典型案例中通报违法违规处置建筑垃圾行为,表达了鲜明的态度,形成了极大的震慑。 造成违法违规处理建筑垃圾的原因有多种。笔者了解到,受到多重因素掣肘,一些建设单位和施工企业 依法合规处理建筑垃圾还存在一定困难,尤其是处理城市建筑垃圾难度更大,总体来说面临"三难"。 一是暂存难。公路、铁路等建设项目施工周期长,在实施过程中会产生大量土石方等建筑垃圾。这些土 石方可以用于下一工序或另一项目的建设,例如在修建高速公路过程中,修建隧道产生的洞渣可以作为 道路的路面垫层回填使用。上述特点决定了项目施工过程中需要场地用于暂存土石方等材料,而临时储 存地点的选择时常存在挑战。比如符合规定的储存地点距离施工现场距离远,导致转运成本高;有的施 工项目所在行政区域内没有合适的储存地点,地方政府为了推进项目就近指定了暂存区域,但无法办理 暂存地的占地手续,存在手续不全的风险。 二是处置难。合规处置建筑垃圾的路径,要么运送至政府指定的符合规范的建筑垃圾处置中心,要么进 行资源化利用。一些城市符合规范的建筑垃圾处置中心处置能力不足,难 ...
