徐阳光:以一流营商环境带动京津冀协同发展 3月25日,《北京市全面优化营商环境打造国际一流"北京服务"工作要点(2025年)》(以下简称 《工作要点》)正式发布,这是北京市连续八年每年出台改革任务。中国人民大学法学院教授徐阳光表 示,"北京服务"已经成为北京营商环境的一张名片,通过迭代升级的营商环境改革,强化制度保障、探 索流程再造、树立服务品牌,以先进经验引领全国,实现了首都营商环境由"跟跑"到"领跑"的跃升。 让企业和居民快办事好办事 新京报:今年的《工作要点》有什么突出特点吗? 徐阳光:此次发布的《工作要点》,最大的特点之一,就是精准对标世界银行营商环境评价标准, 按照企业全生命周期全方位开展营商环境优化工作。依据与企业生命周期的各个阶段及其在市场中开 业、经营(或扩张)和关闭(或重组)相对应的指标领域进行编排,市场准入、获取经营场所、市政公 用基础设施服务、劳工、获取金融服务、国际贸易、纳税、解决商业纠纷、促进市场竞争和商事破产等 十个一级指标,都在《工作要点》中有具体的改革任务体现。 新京报:在具体的政策制定方面,有什么特别需要关注的? 徐阳光:在公共服务维度,以让企业和老百姓能办事、快办事、好办事 ...
