Core Viewpoint - The recent resurgence of illegal overloading in vehicle transport has disrupted the integrity of the complete vehicle logistics market, posing risks to road safety and public welfare. The government aims to regulate the use and management of vehicle transporters to ensure road safety and promote the healthy development of the automotive logistics industry [1][2]. Group 1: Regulatory Actions - The Ministry of Transport, Ministry of Public Security, and Ministry of Industry and Information Technology have jointly issued a "Special Governance Action Plan for Vehicle Transporters" to address illegal overloading and enhance regulatory measures [1]. - The action plan emphasizes strict market access management for new vehicles, enhanced supervision of loading practices, increased road enforcement checks, and intensified joint punitive measures against non-compliant vehicles [1][5]. - The plan aims to curb the illegal operation of vehicle transporters and maintain order in the complete vehicle logistics market [1]. Group 2: Industry Challenges - Experts highlight that vehicle transporters face numerous operational issues that affect efficiency, costs, and safety, including the risk of accidents due to overloading [2][3]. - There are frequent compliance issues in the operation of vehicle transporters, with some logistics companies exceeding loading limits to reduce costs, leading to safety hazards [3]. - The wide operational range of vehicle transporters and varying enforcement standards across regions create regulatory loopholes, complicating compliance efforts [5]. Group 3: Compliance Standards - The action plan specifies strict loading requirements for different types of vehicle transporters, including maximum length, width, and height limits for various configurations [5]. - Non-compliance with these loading standards will result in penalties enforced by public security traffic management departments [5].

Core Viewpoint - The report highlights the rampant issue of illegally modified oversized vehicles, referred to as "airplane boards," which pose significant threats to road safety and traffic regulations across various regions in China [1][2]. Group 1: Regulatory Response - Authorities in regions such as Guangxi and Chongqing have taken the issue seriously, initiating comprehensive inspections and rectifications of the illegal oversized vehicle transport practices following the media coverage [1][2]. - The Guangxi Transportation Department confirmed that illegal modifications of transport vehicles have been occurring since March 2024, with vehicles entering service areas to load and transport goods unlawfully [2]. - The Guangxi authorities plan to enforce strict regulations against illegal loading practices, collaborating with police to ensure zero tolerance for violations [2]. Group 2: Specific Incidents - The vehicle "吉CL6769," belonging to a company in Jilin, has been involved in multiple violations, including disabling its satellite positioning system during transit, which is against regulatory requirements [3]. - The Chongqing Transportation Enforcement Department has recorded this vehicle's movements and will issue warnings if it re-enters the highway network [3]. - Local authorities in Chongqing have formed task forces to investigate and address the concentration of oversized vehicles in specific areas, enhancing enforcement efforts to tackle illegal transport activities [3]. Group 3: Broader Implications - The illegal activities of oversized vehicles not only disrupt traffic but also endanger public safety, as evidenced by instances of these vehicles running red lights and maneuvering dangerously in urban areas [1]. - The report indicates a rising trend in such violations, driven by profit motives, despite previous efforts to curb these practices [2].

Core Viewpoint - The resurgence of illegal modified vehicle transporters, known as "airplane boards," poses significant risks to road traffic safety and violates transportation regulations [1][29]. Group 1: Vehicle Characteristics and Regulations - "Airplane boards" are oversized vehicle transporters that can carry up to 30 cars, significantly exceeding legal limits of 2.55 meters in width and 22 meters in length [1][29]. - These vehicles are often modified to increase capacity for higher profits, with some measuring up to 4 meters in width and over 40 meters in length [6][29]. Group 2: Observations and Incidents - Reports indicate that "airplane boards" are frequently seen on highways and city roads, often violating traffic rules such as running red lights and obstructing lanes [5][11]. - During a 36-hour observation, a specific "airplane board" was noted to travel at a speed of only 70 km/h, causing traffic hazards as it occupied multiple lanes [9][29]. Group 3: Evasion of Regulations - The vehicles manage to evade detection by using service areas as transfer points to load cars, thus bypassing weight checks at toll stations [22][25]. - Local authorities have indicated that there are currently no exit checks for oversized vehicles, allowing them to leave highways without scrutiny [16][29]. Group 4: Market Impact and Competition - The prevalence of illegal modifications has created a competitive disadvantage for compliant vehicle owners, leading some to consider modifying their own vehicles to remain competitive [29]. - The illegal transporters not only undermine traffic laws but also contribute to significant revenue losses for the state due to evasion of toll fees [29].
