培育多支柱的老年人力资源开发制度。实现"积极老龄化"，需夯实老年人的健康基础、提升老年人的社 会参与能力、完善老年人的劳动生活保障。为此，需要建立健全包括保障制度、健康制度、参与制度等 在内的多支柱的老年人力资源开发制度。在健全保障制度方面，要加快完善劳动法律法规，制定老年人 灵活就业、非全日制劳动等新型用工形式的劳动关系认定、社会保险参保、劳动争议处理等规定，保障 其劳动报酬、休息休假、劳动安全卫生、职业技能培训等权利。特别要完善超龄就业人员的工伤保险制 度，探索建立单独的职业伤害保险制度，或将其纳入现行工伤保险体系。在健全健康制度方面，聚焦全 周期健康管理，完善老年健康服务体系，加强慢性病管理与健康促进，发展康复护理服务，提高医养结 合水平，提供老年人专业心理支持服务。在健全参与制度方面，建立全链条就业能力提升机制，构建覆 盖广泛的终身职业技能培训体系。鼓励发展专注于老年人力资源开发的服务机构，为老年人提供职业指 导、技能培训、岗位推荐、权益维护等"一站式"服务。支持各类人力资源服务机构开设老年人才服务专 区，举办老年人才专场招聘会，实现老年人力资源与市场需求有效对接。 （作者为湖南大学公共管理学院教授） ...
