江苏发放首单数据“双质押”融资——押上两个“数” 贷来1000万

尽管2022年"数据二十条"确立了数据产权"三权分置"基础制度,2023年财政部相关会计规定也为数 据资源入表提供了依据,但执行层面的难题依然不少。首先,是"押什么"的问题。数据资产和数据知识 产权是全新的押品类型,不在银行传统的"缓释品种"名录中。为此,南京银行修订内部制度,将这两类 资产正式纳入可接受的押品范围。其次,是"怎么估"的问题。南京银行结合多年知识产权融资经验,联 合数交所等第三方专业机构,融合市场法、未来收益法和专家决策法,对数据资产和数据知识产权进行 组合估值。在解决了这两个问题后,南京银行针对这一创新产品修改了风控系统,确保业务快速落地。 近年来,雨花台区持续构建多方协同的"公共服务生态",推动企业数据治理与产品化、数据知识产 权登记(获法律确权)、数据资源入表(优化财务报表)、借力知识产权质押通道完成银行融资。作为 国家知识产权强县建设试点县,雨花台区设立知识产权创新与保护中心,免费为企业提供全流程辅导, 避免企业"找不对门、花冤枉钱"。该区还出台政策给予实质性支持,对知识产权质押融资提供补贴,降 低企业试错成本。截至11月底,已经对超40家企业发放补贴150余万元。目前,该区已指导近5 ...
