2024年我国常住人口城镇化率达到67%。城市承载了超9.3亿人居住,是让生活更美好的地方。人民群 众对城市发展的期待正转向"好不好",实施城市更新行动是推动城市高质量发展的有力抓手。 中共中央办公厅、国务院办公厅日前印发《关于持续推进城市更新行动的意见》(以下简称《意 见》),提出到2030年城市更新行动实施取得重要进展,并明确8项主要任务。针对城市发展新阶段、 人民群众新需求,《意见》多向发力,既包括对既有建筑、老旧小区、老旧街区的改造升级,也涉及完 善城市功能、修复城市生态系统等方面,全方位打造宜居、韧性、智慧城市。城市更新要贯彻落实中央 文件精神,走深走实,好事办好。 走深走实的前提是落脚点要准。城市更新不是大拆大建,而是在改造、整治、完善、修复和保护上下功 夫。各地在实施城市更新行动的过程中应因地制宜、精准施策,遵循"先体检、后更新,无体检、不更 新"原则,找到病灶对症下药,方能药到病除。从住房和城乡建设部发布的第二批城市更新典型案例集 来看,不少地方的成功经验做法都坚持问题导向、目标导向,走的是情况摸排、问需于民、科学规划的 路子。各地在城市更新过程中,首要的工作应该是全方位查找城市发展中的短板、 ...
