强化新型研发机构科技开放合作职能 推动产业跃升

深化科技开放合作是提升国家创新体系整体效能的内在诉求。高水平科技自立自强是在开放发展中增强 自主创新能力、掌握战略主动权的关键举措。当前,我国在部分关键核心技术领域仍面临"卡脖子"风 险,依靠封闭式研发难以实现系统突破,必须通过创新科技开放合作模式机制,扩大先进技术与管理经 验的国际交流合作,增强关键领域的自主可控能力。与此同时,我国区域创新发展仍不均衡,创新要素 跨区域流动仍存在体制机制障碍。推动更高水平的科技开放合作,有助于打破地域壁垒,促进区域间技 术能力与产业基础深度融合,引导人才、数据等创新要素在全国范围内高效配置和自由流动,既能推动 产业链供应链深度互嵌、整体升级,也将进一步夯实国内大循环的主体地位,增强应对外部风险挑战的 韧性和回旋空间。 新型研发机构的关键角色 新型研发机构是全球科技资源集成的制度型枢纽。新型研发机构凭借其灵活的体制机制与多元资源整合 能力,为跨国科技创新合作提供了关键实体支撑。一方面,新型研发机构立足本土发展实际,能精准识 别国内产业升级过程中的技术瓶颈,有效对接国内产业创新需求与国际科研资源,通过联合研发推动科 技成果"靶向"落地,破解科技与产业"两张皮"难题,推动科技创新 ...
