《海域详细规划编制指南》发布
作为国土空间规划体系的重要组成部分,海域详细规划以定性、定量、定位、定界等方式,将总体 规划和专项规划中的空间结构、用地用海布局等,转化为具有约束力的分区管制规则;对规划范围内的 具体用海活动和开发建设强度等,进行细致而明确的时空部署和规划安排,并进一步细化用海审批条 件,从而显著提升规划的可操作性。 当前,深圳、三亚、青岛等多地已开展海域详细规划的实践探索,但仍缺乏统一的技术规范和清晰 的规划路径。为此,海洋一所联合海南省海洋与渔业科学院、深圳市规划国土发展研究中心等单位,积 极探索海域详细规划的编制路径,构建了基于陆海统筹的海域详细规划技术体系,完成了《指南》的编 制。《指南》明确了规划编制的总则、基础工作、规划主要内容、成果要求等关键环节,为我国海域详 细规划提供了首部系统性技术标准。该项成果有效填补了涉海详细规划领域的空白,对推动海域管理的 科学化、精细化具有重要意义。 近日,由自然资源部第一海洋研究所海岸带科学与海洋发展战略研究中心牵头编制的《海域详细规 划编制指南》(T/CSO24-2025)团体标准由中国海洋学会正式发布。 海岸带中心一直致力于海洋自然资源管理与发展战略方面的研究工作,深度参与了 ...
