《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》强调要坚持扩大内需这个战略基 点,并将大力提振消费作为内需潜能释放的重要路径。提振消费是一项长期的系统工程,需要在消费能 力提升、供给形态创新、消费环境治理3个方面协同发力,解决老百姓能消费、愿消费、敢消费的问 题,建设消费友好型社会,释放内需潜能。 (作者系浙江金融职业学院教授) 要提升消费能力,以收入分配结构优化夯实内需增长基础。2024年我国最终消费支出对经济增长的贡献 率为44.5%,但居民收入分配结构仍需进一步优化,以夯实内需潜能释放的基础。提升消费能力,首先 离不开"提低扩中"。中低收入群体的边际消费倾向较高,应推动"投资于人"战略,加大在职业技能培训 等人力资本领域的公共支出,增强劳动者适应技术变革的能力,通过劳动能力提升保障劳动者工资性收 入增长和全要素生产率提升;动态调整最低工资标准,提高个人所得税起征点,完善收入分配机制;通 过规范劳务派遣、健全劳动仲裁等举措,有效保障劳动者劳有所得。其次要通过减负来消除居民消费的 后顾之忧。通过教育减负、提高养老金补贴标准、推动医保统筹提级、保障房建设等公共服务供给侧改 革,降低居民相关支出负担 ...
