本报讯(记者蔡姝雯徐冠英)江苏高新区和高等院校"双高协同"发展再出实招:继7月发布实施意见、确 定试点单位后,近日推出"政策指南清单"与"改革指引清单",以24条具体政策、15项改革举措,破解创 新融合堵点、深化"双高协同"发展,为教育科技人才体制机制一体改革筑牢实践根基。 "政策指南清单"的24条具体政策,均为当前可落地执行的实招,供高新区与高校逐一对照落实。"改革 指引清单"的15项改革举措,则围绕园区管理机制、科教协同育人、科技成果转化、科技人才评价等4个 方面设置,引导高新区和高校结合实际积极开展探索性、创新性、引领性改革。这两份清单,形成"当 前政策落实+未来改革探索"的双轨推进模式。 "政策指南清单"围绕前沿赛道、科创平台、领军人才、转化基金、标杆项目"五个一"融合发展体系,列 出24条具体政策。其中,多项新增或细化政策直指"双高协同"关键堵点,因针对性强、力度大成为亮 点。例如,针对高校教师参与企业横向项目积极性不高的问题,支持试点高新区和结对高校开展产学研 合作项目,符合条件的纳入省科技计划项目管理,省科技专项资金统筹采取后补助、贴息等方式择优给 予支持。这将鼓励更多高校科研人员聚焦产业关键技 ...
