畅通要素流动,促进城乡融合。城乡融合发展是中国式现代化的必然要求,必须将新型城镇化建设与乡 村全面振兴作为一个整体。既要从产业发展、公共服务、体制机制等多方面协同发力,提升县城产业承 载能力和人口集聚能力,也要着力破除城乡二元结构,促进人才、资本、土地等关键要素在城乡间平等 交换、双向流动。要有针对性地推进城镇基础设施向乡村延伸、公共服务和社会事业向乡村覆盖,缩小 城乡差别,促进城乡共同繁荣发展。 近期召开的中央经济工作会议提出,统筹推进以县城为重要载体的城镇化建设和乡村全面振兴,推动县 域经济高质量发展。这为进一步推动城乡融合和区域协调发展指明了方向。 县域是连接城市与乡村的纽带,县域经济是国民经济的基本单元。数据显示,目前我国县域占全国国土 面积约90%,以全国约52%的人口贡献了全国经济总规模的近40%。然而,不同区位的县域在发展基 础、产业特色等方面存在一定差异,不少地方仍面临产业结构单一、要素流动不畅、发展后劲不足等问 题。推动县域经济高质量发展,需在培育特色产业、畅通要素流动、激活存量资源等方面协同发力。 聚焦特色产业,培育新增长点。县域经济高质量发展,要跳出拼规模的同质化竞争老路,依托自身资源 ...
