本报讯 自然资源部近日公布第三批低效用地再开发典型案例,安吉县"两山"未来科技城项目成功入 选,成为全国26个典型案例之一。该项目通过对1200余亩低效工业用地进行系统化改造,实现从传统工 业园区向科创新城的转型升级。 安吉县范潭工业园区原为当地知名的转椅制造基地,随着产业发展,园区逐渐面临产业能级低、利用效 率低、环境质量差等问题。2022年起,安吉县在此开展"两山"未来科技城建设,按照"统一规划、统一 储备、统一开发、统一配套"的思路,采取"政府主导、国企统筹、市场参与"模式,实施"退二进三"转 型升级。 项目创新采用"收储再供为主、原产权人自行改造为辅"的复合开发策略,对90%的低效企业用地进行统 一收储拆除,重新规划建设文化艺术中心、国际会展中心、科技人才中心等八大功能核心;对10%符合 条件的企业,允许其通过补缴土地价款方式进行"工改商""工改混"等自行改造。这一灵活政策既保障整 体开发效果,又尊重市场主体意愿。 通过再开发,区域容积率从原来的0.8提升至2.5,亩均税收增幅达15倍。目前,梅斯健康等数字经济总 部企业已入驻,带动人工智能、大数据等新兴产业集群发展。安吉县还创新搭建"项目级GEP数字 ...
