演练要完善体系。每次突发环境事件都面临不同的内外部环境和具体情况,总会出现这样那样的困难和 问题。而演练所依据的环境应急预案却是静态的,且3年—5年才修订一次。因此,必须依托常态化演 练,不断优化既有流程和做法,进一步构建适合本地区和本部门的方法与体系。 演练要强化合力。目前,各部门协同处置环境突发事件的协同度、熟练度相对不足,因此环境应急演练 就要着力补上这方面的欠账,动员其他相关部门参与其中,共同熟悉角色、流程、方法和要求,一起打 通信息交互、资源配置、力量协调方面的堵点,形成更大的共识和默契,为今后环境应急实战打牢基 础。 近年来,各地越来越重视环境应急演练,不少地方将其列入年度污染防治攻坚战考核项目或者以其他方 式提出明确考核要求。各地也充分发挥主观能动性,紧贴实际、积极探索,环境应急演练的方法和形式 更加多样,演练的深度和广度显著拓展,针对性、有效性、实战性进一步得到强化。 但一些地方在开展环境应急演练时,过于追求大场面、大制作,反而对日常容易发生的事件关注不够。 笔者认为,应将着力点放在破解应急常见难题、提高综合处置能力、强化协同作战、切实锻炼队伍上 来,这样既能更好地达到演练目的,又可以有效节约 ...
