加强灵活就业和新就业形态劳动者权益保障,进一步支持和规范发展新就业形态,需要综合施策,加快 推动新形态就业从"生存型"向"发展型"转变,实现新就业形态劳动者高质量就业。 数字经济、平台经济和共享经济的迅猛发展,推动新就业形态岗位不断涌现和新就业形态劳动者规模急 速扩张,成为我国劳动力市场的重要组成部分。与此同时,新形态就业也面临着一些困境,亟须在政策 和制度上予以进一步支持、规范和完善,推动其从"生存型"向"发展型"转变,构建"愿意做、做得好、 有保障"的高质量就业路径。 新就业形态劳动者的现状 一是收入波动明显。中国劳动学会去年的调查结果显示,灵活就业人员收入波动系数达到0.43,远高于 固定工作的0.12。 二是参保率不高。新就业形态劳动者养老保险缴费比例为20%,高于企业职工;新就业形态劳动者缴费 中断比较频繁。 三是技术冲击加剧。部分岗位受新技术替代的风险非常明显,如外卖配送员、网约车司机、网络主播 等,面临着无人驾驶汽车、虚拟数字人、智能机器人等的替代风险。此外,新技能培训渠道有限,"有 工作,无成长"问题较为突出。 四是职业认同不足。很多新就业形态劳动者因学历不高、技能不强而被动进入新形态就业市场 ...
