(来源:劳动午报) 转自:劳动午报 本报讯(记者 周美玉)昨天上午,在市十六届人大四次会议上,《北京市养老服务条例(草案)》提 请审议,市人大常委会副主任齐静作条例草案说明。条例草案明确三类机构开展养老服务可享受税收、 水电气热等优惠政策,社区养老服务设施建设拟纳入城市更新范围。 养老服务对象范围覆盖本市城乡老年人 市、区人民政府应当将社区养老服务设施建设纳入城市更新范围,推动建成区内养老服务设施布局和功 能持续完善;建成区内养老服务设施不足的,区人民政府应当统筹制定养老服务设施建设方案,通过改 造或者购置、置换、租赁等方式予以补充。 此外,市、区人民政府可以统筹社会资源,引导社会力量参与,将闲置的工业厂房、商业设施、办公用 房等存量设施改造为符合建筑安全、消防安全标准的养老服务设施。 三类机构开展养老服务可享优惠政策 在支持保障和产业促进方面,条例草案明确,养老机构、养老服务中心、养老服务站按照相关规定享受 税收优惠、行政事业性收费减免等支持政策,用水、用电、用气、用热执行居民生活类价格标准。 此外,本市国有企业、事业单位闲置的非住宅房产可以用于养老服务;实行委托运营的,按照稳定经营 预期原则确定租期;运营 ...
