本报讯(记者 张楠)近日,市场监管总局发布新修订的《食品召回管理办法》,与现行法规相比,新 《办法》以食品安全危害程度、需要实施召回的紧急程度等为依据,将召回的启动时限由24、48、72小 时调整为24、36、48小时。 新《办法》要求食品生产经营者应当建立并实施食品召回管理制度,规定食品经营者、食品集中交易市 场开办者、食品经营柜台出租者、食品展销会举办者及网络食品交易第三方平台提供者有配合召回义 务。 此外,新《办法》明确各级市场监管部门监管职责。按照提级管理的原则,明确省级市场监管部门负责 对本级和设区的市级市场监管部门许可的食品生产经营者实施食品召回和处理进行监督管理,设区的市 级市场监管部门负责对县级市场监管部门许可、备案的食品生产经营者实施食品召回和处理进行监督管 理。同时,明确市场监管总局可以直接负责全国范围内有重大影响的食品召回和处理工作。 在召回等级分级方面,新《办法》综合地方市场监管部门、行业、专家等的意见,以食品安全危害程 度、需要实施召回的紧急程度等为依据,明确三级召回情形,并差别化设置各级召回启动时限,将召回 的启动时限由24、48、72小时调整为24、36、48小时,提高针对性风险 ...
