文化纵横:您在长三角和珠三角都做过劳工研究,这两个地区的制造业有没有什么区别? 孙中伟:其实这个区别在十几年以前就很明显。十几年前我们做调查的时候就明显感觉到长三角那边会 比珠三角领先大概5到10年的这样的一个代际。 为什么会领先呢?主要的原因就是珠三角这边招商引资开放得要早。80年代的时候,第一波的改革开放 先从珠三角这边搞起。而长三角那边真正的大规模工业化和招商引资,实际上是在90年代了,晚了十年 左右。这使他们在招商引资的时候,第一轮就可以搞到很多相对比较大的项目,企业的设备、生产工艺 也更先进。另外,长三角的企业和政府还可以学习珠三角的一些经验。 比如说工业园区的规划方面,珠三角这边就非常混乱了。广东这边的工业园区,开发层级非常低,基本 上一个村就可以是一个工业园区。这是什么概念呢?一个村有个几十亩地在那,就把它拆了,搞个工业 园区,或者连园区都没有,甚至村民自家的两亩地,也可以建一个厂房,然后就进行招商引资了。那这 个工厂的容量最多就是容纳几十个人,它也没有大型的设备,工人从事的都是劳动密集型的岗位,而且 很多都是单机作业。 长三角那边就不是这样了,他们的土地开发层级要高得多,至少收到了县这一级。所 ...
