鉴于海洋牧场具有"高投入、低回报、周期长"的特征,在资金支持方面,宁凌建议,一方面应强化财政 补贴,重点支持深远海养殖装备、种苗系统等核心设施,减轻企业前期投入压力,并优化税收政策,对 海产品销售实施减税、免税或消费补贴,扶持种苗、加工、流通与品牌环节,同时推动优质海产品纳入 政府粮食储备计划,建立常态收储机制,促进产能合理消化。 走上政策风口后,海洋牧场已成为近年广东海洋经济的热点板块。目前,广东全省深水网箱养殖水体总 量居全国第一,水产种苗产量居全国首位,2023年以来全省14个沿海市已开工现代化海洋牧场项目近百 个,总投资额超200亿元。 "当前推进的海洋牧场,虽未作为独立产业列入海洋产业目录,但已具备主导产业特征属性,逐步形成 一个涵盖多环节、具有完整功能的独立产业体系。"宁凌表示,"而且值得注意的是,海洋牧场运营具有 较强的系统性和阶段性特征,其前中后期分别面临不同的痛点与挑战。" 对此,宁凌建议,未来推动海洋牧场产业发展,需精准识别产业在不同发展周期面临的痛点,再予以针 对性应对,"前期应综合考量选址、品种、设施布局和种苗保障等关键因素,中期须系统应对种苗饲料 供应、船舶维护、极端天气防范等现实挑 ...
