中化新网讯 今年以来,针对运城市化工事故多发的严峻形势,山西省安委办在应急管理部指导下,通 过"政府精准督导+专家系统帮扶+企业主动履责"的危化品治理新路径,开展为期半年的危险化学品安 全生产督导帮扶工作,取得明显成效。 督导帮扶组针对企业提出安全生产难点问题开展现场答疑解惑和技术指导,助力企业识别安全风险、落 实防控措施、提升管控能力。指导地方形成"三清单一数据库"(工作任务清单、重大隐患清单、重点问 题清单、隐患问题数据库),全面排查企业安全隐患和安全风险。创新建立隐患问题整改"13715"工作 机制,即督导帮扶当天立即研究隐患问题整改,能整改的3天基本整改完成,确有困难的7天内整改完 成,15天安全管理要有明显提升。截至目前,全市企业整改率达到90%,企业安全生产状况明显提升。 指导推动运城市制定了常态化打击非法违法"小化工"工作机制,共排查企业、单位、场所46554处。同 时,运城市聚焦源头治理、减量提质,实施化工企业"五个一批"行动,即消除一批安全隐患、惩治曝光 一批典型违法行为、取缔一批非法生产企业、关闭一批不具备安全生产条件的企业、解决一批危险化学 品安全监管突出矛盾和问题,化工安全基层基础和管 ...
