林鹏表示,海南正在加快推进自贸港建设,借自贸港东风,作为海南热带特色高效农业产业的文昌鸡养 殖业,它是带动海南农民增收、助力乡村振兴的重要产业。但海南台风频发,给文昌鸡养殖行业很大的 破坏。当前很多农民养殖户的鸡舍都是简陋的钢管+篷布结构,每到台风季节他们就忧心忡忡。 第二个建议是加快推进设施农业现代化建设,建造"抗风鸡舍"。应加快牵头制定《抗风鸡舍建造规 范》,让农民养殖户按照新标准建设抗风鸡舍。资金的投入可以采用"1+1+1+1"方法,就是政府支持一 部分、银行贷款一部分、企业垫资一部分和农户自筹一部分去完成,促成现代化养殖设施升级,让农民 能安心养殖、安稳赚钱。 林鹏提出"保险保风险,设施扛风灾"两个建议。第一个建议是紧紧依靠保险政策保风险,应针对文昌鸡 养殖行业有针对性地推出好的保险产品。目前有不少农民养殖户因为保费过高而放弃参保,也有一些农 户降低了参保投入,得到的保险赔付也比较低,这远远达不到保险政策应有的效果。建议政府可以在原 有50%的保费补贴基础上适当提高补贴,让更多农民养殖户买得起保险,愿意主动投保,普及全员参 保。 ...
