各省、自治区、直辖市人民政府,外交部、国家发展改革委、教育部、科技部、工业和信息化部、财政 部、生态环境部、交通运输部、中国人民银行、海关总署、市场监管总局、金融监管总局、国家统计 局、国家国际发展合作署、国家能源局、中国贸促会,中国进出口银行、中国出口信用保险公司: 为积极拓展绿色贸易,促进贸易优化升级,助力实现碳达峰、碳中和目标,加快建设贸易强国,经国务 院同意,现提出以下意见。 一、提升外贸企业绿色低碳发展能力 (一)增强外贸企业绿色低碳发展意识。加强外贸企业绿色低碳发展理念和政策培训,宣传解读国内外 法律政策、市场动态等。发布绿色贸易最佳实践案例,推广经验做法,促进外贸企业互学互鉴。引导外 贸龙头企业将绿色低碳发展理念贯穿产供链各环节,带动外贸产供链加快绿色低碳转型,培育绿色低碳 产品出口企业。 (二)推动外贸企业开展绿色设计和生产。支持外贸企业推行绿色设计、开展绿色产品认证。鼓励外贸 企业积极使用可再生能源,通过设备更新、工艺流程改造、再生资源原料替代等方式,降低外贸产品碳 排放量。鼓励行业组织、工业互联网平台等开展外贸产供链绿色低碳服务。 (三)加快推动物流绿色低碳发展。促进外贸大宗货物和集装箱长 ...
