近年来,绿电园区逐步从虚拟概念变为现实场景。日前,国家发展改革委、国家能源局等部门出台《关 于促进可再生能源绿色电力证书市场高质量发展的意见》,提出依法稳步推进绿证强制消费,逐步提高 绿色电力消费比例并使用绿证核算,在有条件的地区分类分档打造一批高比例消费绿色电力的绿电工 厂、绿电园区等,鼓励其实现100%绿色电力消费。 建设绿电园区,重在强调工业园区的主要能源为光伏发电、风电、水电等清洁能源。在"双碳"目标引领 下,此举直面机遇与挑战,有助于加快构建新型能源体系和新型电力系统,助力产业升级、能源转型、 成本控制等,促进经济社会全面绿色低碳发展。 也应看到,建设绿电园区仍属新鲜事物,没有十分成熟的路径,在积极探索中更要注意统筹兼顾。 因地制宜,兼顾能源结构与产业结构。绿电园区依赖于一定的基础条件。既有较强的新能源供给能力, 又匹配钢铁、有色、建材、化工、数据中心等重点用能行业,园区的供需两端才能"一拍即合",同时解 决"弃电"问题和缺电隐忧,实现新能源产业与特色优势产业耦合发展。比如,宁夏在密集调研、系统分 析基础上,谋划建设全国首个省域绿电园区,加快培育形成新能源装备、新型储能、绿电绿证交易和碳 市场服务等 ...
