队伍活力受限,人才梯队断层。"铁打的位子"会无形中阻塞年轻骨干和优秀人才的上升通道,使其产生 职业发展"天花板"预期,可能导致工作积极性受挫,甚至出现人才流失或"躺平"现象。这不仅影响队伍 整体的士气与活力,更可能导致关键技术岗位后继无人,影响监测事业的可持续发展。 推进交流任职的对策建议 为解决这一问题,笔者认为应系统推进市州监测机构领导干部特别是主要负责人的轮岗交流。 当前,省以下生态环境监测机构垂直管理制度改革已全面落实,市州监测中心作为省生态环境厅直属单 位,其人事管理权已完全上收至省级层面。这一重大变革,为实现监测系统领导干部的统筹调配、有序 流动提供了制度保障。然而当前在部分市州监测机构中,仍存在"班子长期不动、人员一岗终身"的现 象。一些领导班子成员在同一职位任职时间超过10年,这既不符合关于事业单位领导人员任期管理的原 则性要求,也会对监测事业健康发展带来一定隐患。 领导干部长期不轮岗的主要弊端 领导班子长期不轮岗,所带来的负面影响是多方面的。 思维容易固化,创新意识不强。长期在一个地方、一家单位、一个岗位工作,容易形成固定的工作模式 和思维定式。面对监测技术快速更新、管理要求不断提高的新形势 ...

《行政执法监督条例》(以下简称《条例》)将于2026年2月1日起施行。笔者认为,作为国家层面首部 专门规范行政执法监督工作的行政法规,其出台标志着行政执法监督工作全面迈入法治化、规范化的新 阶段,对推进法治政府建设意义深远。生态环境执法长期面临跨区域协调难、程序规范难、监督力量整 合难等挑战,《条例》为破解这些难题、将制度优势转化为治理效能提供了基本遵循。各级生态环境部 门须将落实《条例》摆在突出位置,构建并抓实横向联动、内部制衡、闭环管理三个监督环节。 一线生态环境执法人员也需转变观念,将接受监督视为规范行为、防范风险的保障。一些地方制定现场 执法准则、开通"扫码反馈"等渠道,正是推动权力公开透明运行、主动接受监督的体现。 三要强化执法自我监督。《条例》在构建外部监督体系的同时,着重压实了执法机关健全内部监督机制 的主体责任。对实行垂直管理的生态环境执法系统而言,必须建立层次清晰、运转高效的内部监督体 系,与条块结合的监督网络相匹配。 落实这一要求,要压实领导干部特别是主要负责人、第一责任人的责任,并将其纳入法治建设考核。也 要加强法制、稽查等专业监督队伍的能力建设,使其善于发现问题、精准研判、有效督促整改 ...
