相较于陆上风电,海上风电具有诸多优势。一是利用效率高。海上风速通常比陆地高20%,风机单机容量大,年平均利用 小时数超2500小时,最高可超4000小时。二是靠近负荷中心。我国大部分能源资源分布在西部地区,而中东部地区负荷需 求约占全国的70%以上,海上风电可发展区域主要集中在东部沿海地区,方便就近消纳。三是资源环境影响小。海上风电 场远离陆地、人群,不占用宝贵的土地资源,避免了噪声污染等对居民生活的影响。 近年来,国家不断强化顶层规划和政策设计,推动海上风电健康有序发展。2022年,国家发展改革委、国家能源局印发 《"十四五"现代能源体系规划》,提出鼓励建设海上风电基地,推进海上风电向深水远岸区域布局。同年,国家发展改革 委等部门印发《"十四五"可再生能源发展规划》,提出在东部沿海地区积极推进海上风电集群化开发。2024年,国家能源 局印发《2024年能源工作指导意见》,明确统筹优化海上风电布局,推动海上风电基地建设,稳妥有序推动海上风电向深 水远岸发展。同时,国家积极推进海上风电降本增效,开展平价示范。财政部、国家发展改革委印发《关于促进非水可再 生能源发电健康发展的若干意见》,明确2022年起新增海上风 ...
